Troy serves as Co-Head, Municipals and Senior Portfolio Manager at Easterly Investment Partners. Prior to joining Easterly, Troy started ROC Municipals and was the Chief Investment Officer for Municipal Bond Strategies at Principal Street Partners. Before Principal Street, Troy was the co-head of the OppenheimerFunds Rochester Municipal Bond Team. He is a leading expert and frequent speaker on the municipal bond market with more than 20 years of market experience.

Charlie serves as Co-Head, Municipals and Senior Portfolio Manager at Easterly Investment Partners. Prior to joining Easterly, Charlie to partnered with Troy Willis at ROC Municipals and was a Senior Portfolio Manager at Principal Street Partners — a position he held at OppenheimerFunds and then Invesco. Charlie’s experience also includes time at Wise Construction Corporation in Boston and as a structural engineer on nuclear submarines for the Department of Defense in New Hampshire. Charlie has been in the municipal bond industry since 2006.
